<p><P>PROBLEM TO BE SOLVED: To regulate communication while efficiently utilizing resources for the communication as compared with the conventional art. <P>SOLUTION: Th device for determining whether the communication regulation is proper or not counts both the number of normal communications within a predetermined period and the number of abnormal communications where failures occur(#123).
