<P>PROBLEM TO BE SOLVED: To reduce block noise from the whole image data to be decoded while controlling effects reducing the block noise, for each feature of noise in the block boundary. <P>SOLUTION: An image processor is configured as follows. A position control part 31 calculates a distance from a block boundary position for each block and that of from a block boundary position of each pixel on the basis of block size information and a block boundary initial position so as to generate position control information of each pixel. A block noise detection part 33 detects block noise feature information at the block boundary position on the basis of the position control information. A noise reduction processing part 34 reduces noise of each pixel existing at the block boundary position on the basis of the block noise feature information.
