PROBLEM TO BE SOLVED: To provide a rubber-steel cord composite capable of suppressing transmission of moisture while ensuring high strength and stiffness which are desired as a reinforcing material of a pneumatic tire and a pneumatic tire using the composite. SOLUTION: In the rubber-steel cord composite in which a steel cord 1 is buried in a rubber, the steel cord 1 has a two or three-layered layer stranded structures obtained by twisting 10-30 steel filaments 2 together and at least one steel filament among steel filaments 2 constituting each layer is two- or three-dimensionally patterened and whole cord is two-dimensionally pattered in nearly wavy form.
