PROBLEM TO BE SOLVED: To provide a deterioration diagnosing apparatus capable of easily judging the deterioration state of an electrolytic condenser even in a state where the electrolytic condenser is mounted on a circuit board, and to provide a deterioration diagnosing method. SOLUTION: A transmission image acquiring part 8 irradiates the circuit board 20 with X-rays from one side and acquires a transmission image corresponding to the transmitted X-rays on the other side opposed through the circuit board 20. An image processing part 2 receives an electric signal from a CCD part 16 to form the transmission image of the circuit board 20 and converts the transmission image to a variable density image (gray image). An arithmetic part 4 forms the frequency distribution of a variable density value (gray value) and calculates a deterioration index on the basis of the variable density value, which is changed in frequency corresponding to the deterioration state of the electrolytic condenser, in the frequency distribution.
