PROBLEM TO BE SOLVED: To provide a technique for recording and transmitting video content represented by a plurality of video streams by means of a multiplexed stream allowed to contain no more than one video stream and a null stream which does not specify data to be carried. SOLUTION: A video recording apparatus 100 includes an image processing part 14 for imaging objects to produce a plurality of video signals, an encoding part 15 for encoding one of the plurality of video signals into a main TS and encoding the others into respective sub-TSs, a TS nulling part 11 for converting the encoded sub-TSs into a nulled TS having specific data identifying a null TS to masquerade as a null TS, and a TS multiplexing part 12 for multiplexing the main TS and the nulled TS into a multiplexed stream for recording on a recording medium 300.
