PROBLEM TO BE SOLVED: To facilitate setting of a moderation angle and increase/reduction of a moderation feeling. SOLUTION: In a first moderation device 9, an operation shaft 13 is provided with a rotation resistance receptacle part 14 having an approximately V-shaped recessed surface part 15. In a device case 12, a first shaft 16 is provided with a resistance adding means 17 and a drive gear 21, and a second shaft 25 is provided with a driven gear 27 engaged with the drive gear 21. The device case 12 is provided with an electromagnet 22x for X direction. A position sensor for X direction which detects a rotation position of the operation shaft 13 is provided. The resistance adding means 17 is constituted by biasing a depression member 20 to the recessed surface part 15 by spring force of a coil spring 19 made of steel wire. In power interruption of the electromagnet 22x, the rotation resistance receptacle part 14, the resistance adding means 17, the drive gear 21, and the driven gear 27 also rotate in accordance with rotation of the operation shaft 13. When the electromagnet 22x is energized, the driven gear 27 is adsorbed to the electromagnet, fixed to a non-rotation state, so that the resistance adding means 17 is also fixed to the non-rotation state to add resistance to the rotation of the operation shaft 13.
