PROBLEM TO BE SOLVED: To provide a device and a method for controlling bubble potential of micro-bubbles which can effectively generate micro-bubbles effective for improvement and revival of a water environment. SOLUTION: The device includes a cylindrical body pipe, a liquid feed pipe discharging a liquid to the inner side of the body pipe from one side of the body pipe toward the other end side, a gas feed pipe feeding gas to the inner side of the body pipe, a plurality of slits installed on the wall of the body pipe and a collision wall having a surface closing at least some of the cylindrical inner side space of the body pipe.
