PROBLEM TO BE SOLVED: To increase restrictive force to fraudulent change of a main control circuit 24. SOLUTION: In a main board box 35, a resin seal part 52 is formed based on filling of a liquid type silicone gel, and each of the main control circuit 24, the main board box 35, and a main board 36 are joined with a resin sealing part 52 by the adhesiveness of the resin sealing part 52. In this constitution, for fraudulently changing the main control circuit 24, work of dismantling the main board box 35 against the adhesiveness of the resin seal part 52, and work of removing the resin seal part 52 respectively against the adhesiveness of the main control circuit 24 and the main board 36 are necessary. A lot of labor is thus required for fraudulently changing the main control circuit 24, thereby restrictive force to fraudulent change of the main control circuit 24 is increased.
