PROBLEM TO BE SOLVED: To provide a high-durable developing device which is capable of obtaining high image quality by stable toner electrification rising, when a one-component developer comprising polymerized toner of a small particle diameter is used, and to provide an image forming apparatus. SOLUTION: The developing device 54 includes: a developing roller 510 which can hold a toner on the outer circumferential portion thereof and is configured in such a manner that a plated layer 315 including Ni as a main component and W in a ratio of 1 wt.% to 50 wt.% is formed on the surface of the outer circumferential portion; a regulating blade 560 which regulates the amount of the toner held on the outer circumferential portion of the developing roller 510 and electrifies the toner by triboelectrification during regulation; and a photoreceptor 20 which applies the toner electrified by the regulating blade 560.
