PROBLEM TO BE SOLVED: To solve the problem that it is difficult for a time A/D converter (TAD 28) to highly accurately detect voltages of battery cells B1-B4, constituting a battery set, because of temperature dependency of electronic components. SOLUTION: Based on an output value of the TAD 28 when applying a predetermined voltage within a reference voltage unit 32 as an input voltage signal Vin of the TAD 28, a temperature in the vicinity of the TAD 28 is detected. Based on an output value of the TAD 28 when a plurality of reference voltages of the reference voltage unit 32 are applied to the TAD 28, respectively, an approximate curve for output characteristics of the TAD 28 is created. Based on an output value of the TAD 28 and the approximate curve when a voltage of a battery cell Bj divided by resistors 20, 22 is applied to the TAD 28, a voltage dividing value is calculated. When calculating the voltage of the battery cell Bj based on the voltage dividing value and resistance values of the resistors 20, 22, temperature variations in the resistance values of the resistors 20, 22 are taken into account.
