PROBLEM TO BE SOLVED: To provide a developing device which is capable of obtaining high image quality by stable toner charge rising, when a one-component developer comprising polymerized toner of a small particle diameter is used, and to provide an image forming apparatus. SOLUTION: The developing device 54 includes: a developing roller 510 which includes a plated layer 315 comprising zinc or a zinc alloy and recessed and protruded portions formed by rolling work on the outer circumferential portion thereof and can hold toner T in the recessed and protruded portions; a regulating blade 560 which regulates the amount of the toner T held on the outer circumferential portion of the developing roller 510 and charges the toner T by friction during regulation; and a photoreceptor 20 which applies the toner T charged by the regulating blade 560.
