PROBLEM TO BE SOLVED: To provide an electrolytic cell provided with an electrode using a metal oxide to be inexpensive than platinum and having a lower overvoltage than that of a metal such as nickel or iron of a platinum substitute material and a hydrogen producing apparatus. SOLUTION: In an electrolytic cell electrolyzing alkali water 2 by applying a prescribed voltage from a power source part 6 to an oxygen electrode 3 and a hydrogen electrode 4 dipped in the alkali water 2 housed in a water bath 1, a voltage applied part where the prescribed voltage is applied is constituted of an oxide having a perovskite type structure to produce hydrogen in the hydrogen producing apparatus A.
