PROBLEM TO BE SOLVED: To provide a technology capable of miniaturizing an oil pump, and preventing a noise from occurring from a timing belt in starting an engine. SOLUTION: A check valve 94 and a relief valve 95 are provided between a high oil pressure chamber 88 and an oil supply passage 78, so that the pressure oil of the high oil pressure chamber 88 is relieved via the oil supply passage 78 by the relief valve 95. In this case, the pressure oil flows in a direction opposing an arrow (2), and flows opposing an arrow (1). As a result, the oil supply passage 78 is connected to an oil pump 93. Since the pressure oil is returned to the oil supply passage 78 even when the relief valve 95 is opened, the pressure oil can be used effectively so that the load of the oil pump 93 can be reduced, and the oil pump can be miniaturized.
