A liquid optical element is provided to have non-polar liquid and polar liquid between a pair of electrodes. A wall structure is erected on an insulation film(13). The wall structure surrounds an area on the insulation film. A lower electrode(12) is contacted with the insulation film in a side facing the insulation film from a side where the wall structure is formed. An upper electrode(17) faces the lower electrode in a side facing the insulation film from a side where the lower electrode is formed. Polar liquid(16) and non polar liquid(15) are sealed between the insulation film and the upper electrode. The polar liquid and the non polar liquid are separated. One side of the polar liquid and the non polar liquid is transparent. The other side of the polar liquid and the non polar liquid is not transparent.
