A cosmetic composition containing herbal medicine powder having DDS (drug delivery system) mechanism is provided to effectively remove keratin without skin irritation. A method for manufacturing a cosmetic composition containing herbal peeling powder having DDS (drug delivery system) comprises: a step of mixing 0.1-5 weight% of xanthan gum, 0.1-20 weight% of hydrophilic moisturizer, 0.1-5 weight% of natural anti salt ingredient, 0.001-0.1% of natural herb oil and remaining purified water.
