PROBLEM TO BE SOLVED: To reduce erroneous operation and noise of a transistor provided in a semiconductor integrated circuit caused by the scattered light from optical wiring layers. SOLUTION: In the semiconductor apparatus, a semiconductor layer 1 including the semiconductor integrated circuit for processing electrical signals and the optical wiring layer 2 for carrying optical signals are coupled, modulation control of optical signals transferred with the optical wiring layer 2 is actualized with an electrical signal from a semiconductor layer 1, and an electrical signal generated by reception of light in the optical wiring layer 2 is transferred to the semiconductor layer 1. The semiconductor apparatus includes an intermediate layer 6 that is provided between the optical wiring layer 2 and the semiconductor layer 1 to transfer an optical signal in the wavelength region absorbed by a semiconductor material in the semiconductor integrated circuit among the optical signals transferred within the optical wiring layer 2 to the semiconductor layer 1 from the optical wiring layer 2.
