PROBLEM TO BE SOLVED: To improve a user's convenience by making management target files usable even outside a company while surely preventing the management target files including personal information, confidential information, or the like from being discharged, leaked out or unauthorizedly used. SOLUTION: When an unbelonging information processor 100 accesses a management target file written in a storing part 20b of a portable terminal device 20, only when it is authenticated that its user is an authorized user for an encrypted management target file, the encrypted management target file is not only decrypted, but also access to the management target file on a temporary storing part 100c of the unbelonging information processor 100 is executed by the unbelonging information processor 100, while the decrypted management target file is inhibited from being expanded on the storing part 20b of the portable terminal device 20 and stored in the unbelonging information processor 100a by a storage inhibiting means 26 of the portable terminal device 20 which interlocks with a storage inhibition function 26a in the unbelonging information processor 100.
