A wireless relay apparatus (10) is disposed in a communication cell of a base station and relays wireless communication performed between the base station and a terminal apparatus. On the bases of the receiving situation of the message judged by a judgment part (13), a control part (14) determines whether to relay the wireless communication between the terminal apparatus and the base station. Then, a transmission part (17) transmits the message according to the determination to the terminal apparatus through the common channel. Therefore, the wireless relay apparatus is capable of suppressing wasteful assignment of resources by the base station.
