The system has control unit sensors controlling supplied water quantity and a valve for changing an outlet area size of a water feed pipe. A control unit controls the supply of water into artificial water reservoirs (2-1, 2-2) and natural water reservoirs (16-1, 16-3) i.e. decomposed mountain pits. The artificial and natural water reservoirs are gradually arranged. Land water power plants (3-1-3-6) are installed before and after the artificial and natural water reservoirs depending on topographic conditions. The unit controls the supply of water into a turbine depending on the water quantity.
