PROBLEM TO BE SOLVED: To provide a warning generation device for predicting any risk even when any information necessary for the prediction is missing, and for generating proper warning according to an environment in which a vehicle is traveling. SOLUTION: This warning generation device is configured to record environment risk information including environment information showing information related with a traveling environment divided for each of a plurality of items in various places where a vehicle is traveling and risk information corresponding to the environment information and showing a risk in the environment, and to generate inference information as information corresponding to the other items when information corresponding to a part of items is decided and as information capable of inferring a risk based on the recorded environment risk information, and to acquire current time environment information as information corresponding to at least a part of items at the current time of a vehicle, and to infer a risk by applying the acquired current point environment information to the generated inference information, and to issue warning to a driver who drives a vehicle when the inferred risk exceeds a prescribed threshold.
