PROBLEM TO BE SOLVED: To provide a reference signal generator capable of stably transmitting a reference signal to a base station device. SOLUTION: A reference signal to be used for matching the timing to transmit a radio signal between base station devices is transmitted to the base station devices. The reference signal generator includes: two acquisition units 7, 11 for acquiring reference signals, respectively; a detection unit 9 for detecting whether or not it is in a state where the reference signal is reliable; and a selection unit 10. The selection unit 10 selects a reference signal to be used from between the reference signals acquired by the two acquisition units 7, 11, respectively, in accordance with a result of the detection through the detection unit 9 and transmits the selected reference signal to a base station device 2.
