PROBLEM TO BE SOLVED: To remarkably reduce an environmental load without excessively consolidating a ballast to repair a track when jetting mud is produced by the repeated sink and elastic recovery of a rail due to the passing of trains under water bearing in a ballast track where sleepers are laid on the ballast. SOLUTION: After a polymer solution 1 formed mainly of a biodegradable polymer permeates into the ballast 8 where the sleepers 7 are laid down, the polymer solution 1, granular material 3, and a sodium silicate 4 are charged under the sleepers 7 while being brought into contact with each other. Therefore, an elastic solid body 5 is formed of a composite of the polymer solution 1 enclosing the granular material 3 and the sodium silicate 4. The granular or powder sodium silicate 4 is premixed with the granular material 3 to form a mixing filler 2.
