The daytime short-circuit monitoring module(220) includes a switch for controlling supply of safety power source on a safety power source generator and a line. The line disconnection monitoring device(240) includes an ADC circuit, a main control monitoring unit and a battery used for a driving power source of the main control monitoring unit and a light lamp Zigbee communication module in a daytime. The main control monitoring module(210) includes a Zigbee communication module(214), a main control unit(212) for determining short-circuit or disconnection of the line and an air radio frequency communication module(211) for transmitting status information of the line obtained at the main control unit.
