PROBLEM TO BE SOLVED: To permit access even when a terminal is freezed, from other terminal devices. SOLUTION: The file exclusive control system for generating, upon reference of a target file 1070 from a specific terminal device, a lock file 1060 having a lock file name generated according to a predetermined generation rule comprises steps of generating, when an exclusive control processing part of the other terminal device refers to the target file, a second lock file name according to the predetermined generation rule while assigning a generation time thereto; determining whether the generated lock file name overlaps with an existing lock file name or not; calculating a generation time difference between the existing and new lock file names when overlap of the lock file names is determined; and deleting the existing lock file, when it is determined that the generation time difference exceeds a predetermined time difference, and further generating a lock file of the new lock file name.
