PROBLEM TO BE SOLVED: To provide: an image processing apparatus capable of reducing increases in an operation cost of image reduction correction and a memory cost, and capable of adequately suppressing image quality deterioration in image formation; an image forming apparatus; an image processing program; and a recording medium having the program recorded therein. SOLUTION: The image processing apparatus 100 for performing image reduction correction for target image data includes: a deletion position specifying means 254 for specifying a predetermined position of an image region composed of pixels having gradation values of predetermined density or more out of the target image data as a deletion position of deletion pixels; and a pixel deletion means 252 for deleting the pixels on the deletion position specified by the deletion position specifying means and shifting the pixels in a reducing direction according to the deletion.
