A method for selecting policy and charging rules function is provided in this invention in cases where UE accesses 3GPP system by roaming architecture. When a DRA in visited network receives a session establishing request message sent by a PCC client terminal in visited network, the message is sent to the selected PCRF in visited network according to the record stored locally, or PCC client terminal is designated to send the session establishing request message to the selected PCRF in visited network; the PCRF in visited network forwards the session establishing request message to the DRA in home network, the DRA in home network forwards the message to the selected PCRF in a home network according to the local record or designates the PCRF in visited network to send the session establishing request message to the selected PCRF in home network; or the PCRF in visited network sends the session establishing request message to the selected PCRF in home network according to the local record.
