<P>PROBLEM TO BE SOLVED: To notify a user of change in situation at a high speed even at lower bit rate. <P>SOLUTION: The situation change delivering and displaying apparatus is provided with a data input means 100 for inputting an image of an object changing in situation, an image accumulating means 110 for accumulating input images in time series, a changing region detecting means 120 for detecting change in gradation value of the image in time series by processing the accumulated images, a feature quantity assigning means 130 for assigning the feature quantity showing detected changes to the predetermined other expressions, a delivering means 140 for delivering the data expressed with the other expression to a destination, and a displaying means 150 for displaying the delivered data. <P>COPYRIGHT: (C)2009,JPO&INPIT |
