PROBLEM TO BE SOLVED: To provide an illegal use monitoring device and the like for determining and notifying the possibility of the illegal use of equipment by dividing it into a plurality of sections as severity based on the environment or event schedule of a facility arranged in equipment. SOLUTION: The illegal use monitoring device 1 for monitoring the illegal use of equipment having a communication function is provided with: a communication means capable of communicating data with the equipment; a schedule acceptance means for accepting schedule information related with the use of the equipment in the facility where the equipment is arranged; an event/equipment table 340 for storing the schedule information accepted by the schedule acceptance means; a start state confirmation processing part 310 for confirming the start state of the equipment through the communication means; and a severity setting processing part 315 for setting the degree of the possibility of the illegal use of the equipment based on the schedule information stored in the event/equipment use table 340 and the start state of the equipment confirmed by the start state confirmation processing part 310.
