PROBLEM TO BE SOLVED: To monitor an intruder by a combination between a period and a section necessary for monitoring of the intruder, in a device monitoring the intruder into a site necessary to monitor illegal intrusion such as a plant, an electric power plant, a hospital, or a school. SOLUTION: An intrusion detection sensor 111-124 is installed in each of the sections divided into the plurality of sections in a boundary of the site necessary to monitor the illegal intrusion, an intrusion detection device 10 receives detection output from the intrusion detection sensor, specifies the detected section and detected time, and outputs them as monitoring information, and an intrusion detection decision means 12 collates the monitoring information with a monitoring schedule database 13 storing the period for monitoring the intrusion, decided in each of the sections, and decides whether the monitoring information is effective or not.
