A steel sheet having superior electro-conductivity and radiation of heat is provided to obtain environment-friendly steel sheets which does not contain chrome and which is used in a display panel. A steel sheet having superior electro-conductivity and radiation of heat comprises: a steel sheet; an adhesion improvement film made of adhesion improvement composition; and a resin film. The adhesion improvement film includes silane coupling agent of 1~4 weight%, metal silicate compound of 1~4 weight%, and titanium compound of 1~4 weight% formed on a first side and a second side of the steel sheet. The resin film consists of resin composition including resin- melamine based hardener composition 20~40 weight%, pigment 2~8 weight%, and quenching agent 2~8 weight%. The steel sheet is a galvanized sheet.
