PROBLEM TO BE SOLVED: To convert a sampling rate suitably by small scale signal processing. SOLUTION: Output data having a converted sampling rate are generated by using a first operating section (odd-number tap symmetry filter) for receiving data of a digital signal and outputting a convolutional operation result of the input data and tap coefficients where coefficient values are symmetrical with a first symmetry axis, and a second operating section (even-number tap symmetry filter) for outputting a convolutional operation result of the input data and tap coefficients where the coefficient values are symmetrical with a second symmetry axis, and mixing outputs from the first and second operating sections depending on a mixing ratio determined by the relation of a pixel position of the input data and the output data.
