PROBLEM TO BE SOLVED: To make an access to a database more efficient by decreasing frequency of exclusive control. SOLUTION: A system for controlling accesses to the database is provided with: a database discrimination part for discriminating a database to be accessed by an access command on the basis of the input access command; an access determination part for determining whether or not a series of accesses in response to other access commands are continuing in the discriminated database; a frequency determination part for determining the access frequency to the discriminated database on the basis of access history to the database; and an access control unit for inhibiting an access to the database by an input access command on the condition that a series of accesses in response to other access commands are continuing and the access frequency to the discriminated database is equal to a predetermined reference value or larger in the discriminated database.
