PROBLEM TO BE SOLVED: To enable codec conversion with less codec circuits in half-duplex many-to-many communication within a group comprising a plurality of mobile terminals of different codec systems. SOLUTION: The codec converter manages an SSRC in a received RTP packet, picks up voice information from a jitter buffer having an SSRC equal to the latest SSRC, and sets it in a codec circuit. When the SSRC is changed by the latest SSRC, a voice transmission terminal for codec conversion is switched. This enables the codec circuit to be shared by mobile terminals that uses the same codec circuit. As a result, in a half-duplex many-to-many communication system (group communication system) such as a private wireless system, push-to-talk system, or press-to-talk system, there is no need for the codec converter to be switched, until a wireless terminal having a transmission right changes in a single call (or call session).
