PROBLEM TO BE SOLVED: To provide a vehicle control device, vehicle control method, and computer program, which prevents the occurrence of lateral skid or the like during a collision avoidance movement of a vehicle, and which reliably prevents a collision with an obstacle while vehicle behavior is being stabilized. SOLUTION: An anti-collision control performed under circumstances where it is determined that there is a risk of a collision between a host vehicle and a preceding vehicle, is configured such that host vehicle information, preceding vehicle information, and surrounding road conditions are taken into consideration to determine whether the collision with the preceding vehicle can be avoided through a steering operation. A shift-hold control is applied to an AT 5 when the avoidance of the collision is determined possible, whereas a shift-down control is applied to the AT 5 when the avoidance is determined impossible.
