A method for manufacturing a fuel cell separator and a fuel cell containing the separator are provided to improve corrosion resistance of separator. A method for manufacturing a fuel cell separator comprises: a step of making sol-gel solution containing zirconium compound; a step of deep-coating a stainless steel in the sol-gel solution; a step of heating the deep coated stainless steel; and a step of adding alcohol. The zirconium compound is a zirconium acetate hydroxide. The alcohol is ethanol. In the step of making sol-gel solution, acetone or acetylacetone are added as an additive.
