PROBLEM TO BE SOLVED: To activate communication by message exchange. SOLUTION: The message transfer apparatus is characterized in that a server 20 includes a same environmental terminal identifying portion and a same environmental terminal transmitting portion. The server 20 receives the current position of a portable terminal 10 transmitted from the portable terminal 10, and stores travel history information containing the current position and the current time for each user in a travel history database 251. The server 20 determines whether a user is moving, based on a change in the current position contained in the travel history information corresponding to each user. When it is determined that the originator is moving, the same environmental terminal identifying portion identifies a terminal among candidates determined as a moving terminal, of which distance between the current position contained in the travel history information and the current position contained in the travel history information corresponding to a first portable terminal is within a predetermined error from a predetermined time up to the current time, as a same environmental terminal.
