PROBLEM TO BE SOLVED: To apply a coding apparatus or a decoding apparatus using, for example, H.264/MPEG-4AVC specifications regarding to an image processing apparatus, an image processing method, a program of the image processing method, and a recording medium for the program of the image processing method, and to enable coding processing or decoding processing of high resolution image data even if an operation frequency is not high.

SOLUTION: In creation processing of estimation values in an intra 4×4 estimation mode, etc., the invention creates the estimation values by serial processing in a start end side and a completion end side (mm0, mm1), (mm14, mm15) of raster scanning of respective macro blocks, and creates the estimation values by parallel processing in the rest points (mm2 to mm13).
