PROBLEM TO BE SOLVED: To obtain a Web monitoring screen creation tool by which a monitoring screen is created and edited on a Web browser without using exclusive software and created monitoring screen layout information is uploaded to a server. SOLUTION: The monitoring screen of a monitoring object is edited on the Web browser 15 of a terminal 1 and the created monitoring screen layout information is uploaded to the application server 22 through a Web server 21. The application server 22 performs addition, change, and deletion processing to a monitoring screen layout perpetuation processing part 28 which stores the monitoring screen layout information by an addition processing part 26, a change processing part 27 or a deletion processing part 25 in response to the request from the terminal 1.
