In a resource lending controlling device, it is an object thereof to associate deployment time indicating the time necessary for deployment of application used for provision of a service by a customer to a server with deletion time indicating the time necessary for deletion of the application from the server for storing every customer, subtract the deletion time and deployment time of the lending customer from a fixed remaining period respectively for calculating a lendable period indicating the period during which a fixed remaining resource is lendable, add deployment time and deletion time of a borrowing customer respectively during a borrowing request period for calculating the total borrowing period indicating the period necessary for borrowing of the fixed remaining resource, and determine whether the total borrowing period calculated is within the lendable period calculated for determining lending of the fixed remaining resource.
