PROBLEM TO BE SOLVED: To effectively restrain a valve from freezing by making air passed through an internal flow passage flow to a main flow passage via a clearance generated between a fitting hole and a shaft and suppressing generated water or water vapor intruding in the clearance from the main flow passage side.

SOLUTION: This opening and closing valve includes a valve body equipped with a cylindrical main flow passage, a rotatably supported shaft 32, and a valve element which is a plate-like member fixed to the shaft 32 for opening and closing the main flow passage. The valve body 31 includes the internal flow passage into which a fluid is introduced and in which the fluid introduced therein flows to the main flow passage via the fitting hole.
