PROBLEM TO BE SOLVED: To prevent deterioration in estimation accuracy of a charge current charcteristic due to variation of polarized states. SOLUTION: A constant voltage charging is performed to a battery 101. After confirming that the amount of polarization is stabilized (S4), the charge current characteristic is estimated (S6), and an internal state of the battery 101 is estimated by using the charge current charcteristic (S7, S8).
