PROBLEM TO BE SOLVED: To provide a technique for avoiding a competitive state of a bus without preparing a bus arbiter. SOLUTION: A processor includes an output means for outputting a bus right request signal requesting the right to use the bus to a controller connected to the bus and having the right to use the bus, an input means for inputting a bus release response signal as a response to the bus right request signal from the controller, and a bus access means for accessing the bus after a first wait time passes from the input of the release signal.
