PROBLEM TO BE SOLVED: To obtain good image quality and to stabilize the image quality over a long term in comparison with a system which does not use a pixel electrode when performing image formation by using an image holding body having the pixel electrodes arranged longitudinally and laterally in pixel units. SOLUTION: The image forming apparatus includes: the image holding body 1 having a movable supporting body 1a and the pixel electrodes 1b supported by the supporting body 1a and arranged longitudinally and laterally in the pixel units; a latent image forming means 2 forming a latent image on the image holding body 1 by applying latent image voltage based on an image signal to the respective pixel electrodes 1b; a developing means 3 developing the latent image formed by the latent image forming means 2 with toner; and a transfer means 4 making transfer electric field for transferring the image to a transfer medium 5 act on the toner image developed by the developing means 3 by applying transfer voltage based on the image signal to each of the pixel electrodes 1b.
