PROBLEM TO BE SOLVED: To provide an actuator which has a desired turning characteristic by suppressing the flexure of a movable plate, an optical scanner and an image forming apparatus. SOLUTION: The actuator 1 has the movable plate 21, a supporting part 22 which turnably supports the movable plate 21, and a pair of connecting parts 23 and 24 which connect the movable plate 21 and the supporting part 22, wherein the movable plate 21 is turned by torsionally deforming the pair of connecting parts 23 and 24. Further, the actuator 1 has a flexure suppressing means 5 which suppresses the flexure of the movable plate 21 by offsetting the inertia force generated by the turning of the movable plate 21.
