PROBLEM TO BE SOLVED: To embed information in a binary image, while reliably extracting the information embedded in the binary image. SOLUTION: An image processing apparatus 100 embeds embedded data 109 expressed in N bits in the original binary image 101. The apparatus 100 includes: a dividing part 104 for scanning the input original binary image 101, dividing the original binary image 101 in two at a position where the number of black pixels equals, recursively repeating division processing concerning the respective images divided in two, and dividing the original binary image 101 till at least N division areas are secured; and an embedding part 106 for embedding the respective bits of the embedded data 109 for each division area.
