PROBLEM TO BE SOLVED: To achieve good engine speed control of a general engine without increasing cost and lowering the reliability of an apparatus. SOLUTION: An engine speed control apparatus comprises an electronic control unit 10 as an electronic control means, and an electronic governor device 4 as a throttle valve opening/closing means. The electronic control unit 10 uses the electronic governor device 4 for opening/closing operation of a throttle valve 40 to adjust an intake air amount in accordance with the engine speed detected by a crank angle sensor 7 as an engine speed detecting means, whereby the engine 1 to be driven with fuel mixture supplied via an intake passage 2 in which the throttle valve 40 and a carburetor are provided is controlled to maintain a predetermined engine speed. The throttle valve 40 of the electronic governor device 4 is opened or closed with the rotating force of a motor which is driven to be rotated only in one direction or the elastic repulsive force of a return spring energizing it in a reverse direction.
