A method for producing activated carbon and a system for producing the activated carbon thereby are provided to manufacture the activated carbon having high adhesion and to use cellulose acylate as a raw material. A method for producing activated carbon(21) comprises the following steps of: gaining a carbohydrate(31) by supplying cellulose acylate in a plurality of feeders into a heating furnace and melting the cellulose acylate(32); cooling the carbohydrate; gaining a particles of the carbohydrate through grinding; and activating the activated carbon under the presence of a gas-like oxidizer(37). The method more includes a step for distributing the particles before performing an activation step.
