PROBLEM TO BE SOLVED: To provide an emergency earthquake flash report system for correcting earthquake information, based on earthquake observation information received from a large number of reception terminal devices, without generating congestion of communication networks, by limiting the number of reception terminal devices transmitting the earthquake information in response to a generation scale, a lapse time or the like of an earthquake. SOLUTION: A notification required condition is set in each reception terminal device provided with a seismometer capable of detecting a seismic P-wave, an earthquake flash report distributing device distributes terminal assignment information for assigning a reception terminal device group satisfying the prescribed notification required condition, while included in an emergency earthquake flash report. The earthquake observation information about the seismic P-wave is obtained in the earthquake flash report distributing device, while preventing the communication networks from being congested, since only the reception terminal device detecting the seismic P-wave within an arrival predicted time including an arrival predicted time of the seismic P-wave, and having the set notification required condition satisfying a notification required condition of the terminal assignment information transmits the earthquake observation information as to the detected seismic P-wave, to the earthquake flash report distributing device.
