PROBLEM TO BE SOLVED: To provide a binding agent used in a floor heating device wherein installation and detachment of flooring materials are easy, even when installing flooring materials having tongues on a heating panel. SOLUTION: A sheet mounted on an adhesive layer 7a of a junction material 8a is peeled off to expose the adhesive layer 7a. The adhesive layer 7a is bonded to a warm water mat 2 by adhering it to a portion corresponding to a small joist 4 of a surface of the warm water mat 2. In a state of peeling off a sheet mounted on an adhesive layer 7b of an adhesive 8b and exposing an adhesive layer 9b, a floor member 6 is mounted on the adhesive layer 9b to join a junction material 8b and the floor member 6. Contact surfaces of a sheet like magnet 9a and a sheet like magnet 9b are used as slide faces to slide and position the floor member 6. The same kind of processes are carried out with respect to an adjacent floor member 6, the floor member 6 is mounted on an adjacent junction material 8b, the floor member 6 is slid in the same way, and it is engaged with the beforehand positioned floor member 6 and tongue.
