<p><P>PROBLEM TO BE SOLVED: To maintain a function of an onboard controller even when abnormality such as communication failure or hang-up occurs during rewrite processing to ensure normal operation, and to prevent a communication path from being occupied for a long time by communication for the rewrite processing. <P>SOLUTION: When an instruction to rewrite an onboard program is given to an information collection controller from a rewrite-dedicated server through a communication means, a rewrite control program is started, and the rewrite processing is executed. When the rewrite normally ends, a timer is cleared. When the communication failure or the hang-up occurs during the rewrite, reset processing is executed because the rewrite processing does not end even after a set time T of the timer, and an old onboard program is started.
